Investment advantages

1. Dong Nai Province, located within The Southern Key Economic Region, is the main object of Governmental investments. The province capital is Bien-Hoa City at 30kms east of Ho Chi Minh City, which is the largest economic, scientific, technical, cultural and educational Center of the whole nation. Ho Chi Minh City with a population of more than 5 millions people having the highest income in the Nation and Dong Nai Province with over 2 millions inhabitants are a large consumption market and a source of highly skilled labor force for the Industry of Dong Nai.

2. Dong Nai has a convenient communication network with National Highway 1, 51 and 20 totalling a length of 244.5kms within its territory. They are widened and upgraded to plain grade I, II road standards (National Highways 1 and 51) or plain grade III road standard (National Highways 20). In addition, there are many interprovincial roads, the transvietnamese Railway, a system of ports in Dong Nai Ho Chi Minh City and Ba Ria - Vung Tau and Tan Son Nhat International Airport, etc which adequately assure the circulation of good. The port system in Dongnai comprises:

  • Long Binh Tan Port: on the Dong Nai River, with a capacity of 460,000 tons a year, at 800m on the on the right side of National Highways 1 connecting Ho Chi Minh City and Ha Noi Capital.

  • Go Dau A Port: on the Thi Vai River, at 2kms on the right side of National Highways 51 connecting Bien Hoa to Vung Tau, able to receive as big as 2,000 GRT ships..

  • Go Dau B Port: on the Thi Vai River, at 2.5kms on the right side of National Highways 51 connecting Bien Hoa to Vung Tau. It is in exploitation and its capacity will be upgraded to 10,000 tons/year for receiving 15,000 DWT ships.

In the future, the provincial communication system will be incessantly upgraded, widened and invested for new roads like those in other South - Eastern Asian countries and the express highway connecting Ho Chi Minh City and Ba Ria - Vung Tau. There is a plan for connecting Singapore to Yunnan (China) by a railway, 50kms of this railway will cross Dong Nai territory and will be connected to the transvietnamese Railway, which will be upgraded to meet international standards.

3. Dong Nai has an abundant water source and an adequate distribution system to industries zones. The Dong Nai river water is not only used in Dong Nai, but also in Ho Chi Minh City and Binh Duong Province. The existing water plants which supply water to industrial zones are: Bien Hoa water plant with 36,000 m3/day; Long Binh water plant with 30,000 m3/day; Thien Tan water plant with 100,000 m3/day; Nhon Trach water plant with 15,000 m3/day. In the future, the capacity of Thien Tan will be increased to 1,000,000 m3/day, that of Nhon Trach to 200,000 m3/day, that of Gia Ray to 2,400 m3/day, that of Hoa An to 6,000 m3/day, that of Long Khanh to 5,000 m3/day to meet Dong Nai Province economic development needs.

4. In its zoning plan Dong Nai has received 8,121ha for the development of 19 concentrated industrial zones, of which 10 are approved by the Central Government with an area of 2,718ha and located on two sides of important roads such as National Highway 51, National Highway 1 at only 30kms to 80kms from Ho Chi Minh City. So at present there are about 1,000ha of unoccupied land in IZs that already have infrastructures on which industrial factories can be built at once, and 5,800ha of empty land on which infrastructures can be built immediately for industrial development needs in the future.

5. Agriculture in Dong Nai Province, with an area of 292,000 ha of cultivatable land with the population of nearly 1.4 million people hard-working farmers well experienced in agriculture and livestock breeding, is both a great potential consumption market and a great raw material supplier for industries. Besides, agriculture in Dong Nai province has developed on the basic of one-crop specialization, so there are great quantities of agricultural products, goods and industrial trees to meet the needs of processing industries, such as coffee, rubber, sugar canes, cotton, manioc, maize, soya, tobacco, cashew, fruit trees...

6. Dong Nai has focused on developing the electric network for economic development and successfully carried out rural electrification. In Dong Nai Province there is Tri An Hydraulic electric Power of 400MVA connected to the National electric network through the 220KV Tri An - Long Binh line. The 220KV line from Da Nhim is also connected to the National Electric Network at the 200/110KV-2x250MVA Long Binh Station. The 220KV line from Phu My Thermo-electric Center is also connected at Long Binh Station. In order to perfect infrastructures, the Viet Nam Electricity General Company has continued to upgrade the electric transporting system as well the distribution system. In Dong Nai in addition to the National Electric Network, Amata Power joint venture Company has its own generators to supply electricity to Amata Industrial Zone and surrounding Industrial Zones.

In order to meet the province development needs, Dong Nai has set up a plan for developing the electric network up to 2005 and up to 2010. And the Ministry of Industries has approved an investment capital of VND 1,641 billion for the period 2001-2005; of which VND 1,452 billion will be for developing the middle and high voltage network to meet electricity needs up to 2005. At that time, the total electric energy received will be 2,894 million KWh, at the average electric energy per capita in the province will be 1,236KWh, and in 2010 these figures will be respectively 5,131 million KWh and 1,957KWh.

7. Dong Nai has a midde land relief, which is a transition between the plateaus of Central Viet Nam and the plains of South Viet Nam. There are 3 main relief types: the plain relief (with average altitude from 5 to 10m); the high relief (with with an average altitude of about 45m) and the low mountainuos relief (accounting for 2% of the land natural area, with an average altitude of about 300m). The average temperature in the year is 25.40C to 27.20C; air moisture is 83.5% on the average in the year. The average quantity of rains is 1,800 mm, distributed not evenly; mainly in the rainy season there are abundant rains. Dong Nai climate has this typical trait of the climate of the eastern part of South Viet Nam: there are two dictinct seasons in the year, the dry season from April to November and the rainy one from November to April of the following year. The main wind directions in the year are West - Southwest and North - Northeast. There are few whirl-winds or storms. In addition, Dong Nai has a system of wide rivers, such as the Be River, the La Nga River, the Dong Nai River, the Nha Be River, the Dong Tranh River, Tri An Lake is a big regulating water reservoir for operating a hydro-electric factory, irrigating/draining fields and preventing floods. Dong Nai Province natural conditions are very favorable for economic development, especially industrial development.

8. Dong Nai minerals and natural resources of are relatively varied in kinds and forms. At present people have discovered 214 mines, mineral points and chemical mineral points with different potentialities belonging to 5 groups: peat, metals, non-metals, precious and semi-precious stones, and mineral water/underground water. The minerals with great potentialilies are:

  • Group of non-metals: minerals used as ordinary building materials and cement additives (stones, sand, clay, laterite, puzolan, keramzite)

  • Group of metals: gold

  • Group of underground water

Existing geological documents show that Dong Nai has a relatively stable and solid geological structure. There is a very thick layer with a very varied constitution, formed mainly of laterite in form of ferrite and ferrolite chips stuck solidly to each other by ferrous glue in a transformation process, so they have good cohesion and can support heavy loads.Therefore, with them the treatment of factory foundations, roads and ports is convenient and not expensive.

The Provincial People's Committee has approved a report "Plan for using and measures for managing mineral resources on Dongnai territory up to 2010" which serves as a basic for exploiting and using mineral resources of the Province, complying with State management regulations on mineral resources in accordance with the Mineral Law.

9. Dong Nai has invested for the expansion and modernization of the communication system so that it meets high quality information requirements. In the province there are 79 post offices, 47 electronic telephone switchboards, concentrated in industrial zones.

In mobile communication services there is the GMS mobile system with 17 stations covering Bien Hoa City, Amata Industrial Zone, Bien Hoa Industrial Zone 1, Bien Hoa Industrial Zone 2, Ho Nai Industrial Zone, Song May Industrial Zone, Go Dau Industrial Zone, and the district centers of Long Thanh, Nhon Trach, Thong Nhat, Long Khanh, Dinh Quan, Xuan Loc, Vinh Cuu, Trang Bom and Cam My.

10. Investors in Dong Nai after hard working hours can take recreational trips to Tran Bien Temple, Nguyen Huu Canh Temple, Buu Long tourist resort, Nam Cat Tien national park, Tan Trieu grapefruit garden, the Eagle Island at §ong Tr­ong, the Mai Falls, the hot water lake..., or to surrounding provinces: seaside tour in Ba Ria - Vung Tau, Mui Ne (Binh Thuan), and especially the famous and attrative foggy Da Lat City.

Thanks to the above mentioned factors, over the past 5 years' industrial renewal, Dong Nai has developed at a fairly high speed, attained the annual growth of 28.48%, attracted many domestic and foreign investors to its industrial zones. In the province, foreigners have invested in 260 projects with the total registered capital of about more than USD 4.5 billion. The economic development results have contributed to change the economy structure of Dong Nai, which from an agricultural province has become an industrial one in which industries account for 52.12% of its GDP in 2000.
