• Management in industrial groups: Presiding over the co-ordination with relevant agencies to implement programs, projects, mechanisms, policies, plans on the development of small and medium industrial enterprises, collective economic organizations in the province; approving regulations of that organizations; implementing preferential investment policies, import-export, finance, labour and technical infrastructure, ground clearance, moving production units, building new industrial groups in the province after approval.

• Guiding and organizing the implementation of law’s provisions on competition, anti-monopoly, anti-dumping, and anti-subsidization, consumer right protection and ensure strong competitive environment in the province; propose relevant agencies for modifying stipulations, legal texts that are not in conformity with competitive law.

• Collecting and establishing database, managing, supplying information on strong enterprises, exclusive enterprises having headquarters in the province; competitive principles of associations; cases of exemptions.

• Implementing the role of standing moderator in protecting consumer right; taking part in investigation of disputes, violations in trade activities according to law’s stipulations and duties assigned.

• Management in chemicals, industrial explosives, machinery and equipment subject to severe labour safety requirements: granting licence of using industrial explosives for enterprises, collective economic organizations, private businesses in the province; granting certificate for meeting safety conditions on liquefied petroleum gas extraction for organizations or individuals in the province; organizing the implementation of planning, plans, policies on the development of chemicals, industrial explosives, machinery and equipment subject to severe labour safety requirements; in coordination with relevant agencies, implementing the work of inspecting, checking and solving violations on management, supplying, using, maintaining and transporting chemicals, industrial explosives, liquefied petroleum gas, machinery and equipment subject to severe labour safety requirements according to law’s stipulations.

• Management in mining exploitation and mineral processing industry: presiding over the implementation of survey plans, mineral exploitation and process in the province after the approval of authorized agencies; implementing planning, plans, policies on the development of mining exploitation and mineral processing industry in the province; checking the implementation of measures for protecting environment, safety regulations in mining exploitation and mineral process in the province; Assessing the preliminary designs of solid mineral mines according to law stipulations.

• Organizing the implementation of studying plans, application of advanced science and technology on safety technology under the Service management; guiding the implementation of standards, regulations, economic and technology norms, quality of industrial products; drawing up the system of information and reservation, supplying industry-trade data according to law stipulations.

• Work for solving complaints, denouncing; anti-corruption: acting as consultant to the Service director in solving complaints, denouncing within the Service’s jurisdiction; monitoring and examining the implementation of complaint and denouncing decisions of units under Service management; implementing the work of anti-corruption in accordance with law stipulations; propagandizing, publishing, guiding and checking the implementation of law stipulations on inspection, complaints, denouncing; anti-corruption; summing up and making result reports on solving complaints, denouncing; anti-corruption within the Service management.

• Work of legislation: acting as consultant to the Service Director in proposing the provincial People’s Committee for issuing legal texts, suspending or canceling documents not suitable for documents issued by Central Government on industry and trade domain; in co-ordination with departments under the Service management, checking documents issued by Central Government and provincial People’s Committee to ensure the implementation of law; implementing other duties stipulated at Decree No. 122/2004/ND-CP dated on 18/5/2004 by Government on functions, responsibilities and legislative organization of specialist agencies under the management of provincial People’s Committee, cities under the management of Central Government... and other related legal texts.
