2. Duties and Powers of the Service of Industries
1. To submit to the provincial People’s Committee decisions, decree on the management of industry and handicraft activities in the province in accordance with law provisions.
2. To submit to the provincial People’s Committee plans for industrial development in accordance with the plans for industrial development of the whole country, region and plans for social - economic development of the province after agreement by the Ministry of Industries.
3. To help the provincial People’s Committee organize, direct, guild and check the implementation of legal texts, plannings and plans for development of industries after approval; propagandize, popularize, educate the law and inform about activities of industries, handicraft in the province.
4. Management in mechanics, metallurgy and chemicals:
To organize, direct the development of products of mechanics, automatic mechanics- electronics, key industrial electronics in the province; To guild on the implementation of policies of State and Ministry of Industries on supporting the development of branches: mechanics, metallurgy, chemicals and key products of mechanics, mechanics - electronics in the province.
5. Management in electricity:
To submit to the provincial People’s Committee regulations on the management of rural electricity for promulgation; organize and implement regulations on protecting safety corridor of high voltage electricity network and other electricity projects in the province; To draw up plans for electricity development of the province and submit them to the provincial People’s Committee to request the Ministry of Industries for approval; guild and check the implementation after approval; To submit to the provincial People’s Committee investment projects of rural low voltage electricity network within the Service jurisdiction; in co-ordination with relevant services, submit the plan of electricity prices in the province to the provincial People’s Committee in accordance with Government’s price frame; In co-ordination with relevant agencies in drawing up plans for training officials, technical workers for organizations related to the management of rural electricity.
6. Management in industrial explosives:
To organize the implementation of legal texts on supply, maintenance, transport and use of industrial explosives in the province; In co-ordination with relevant agencies in implementing the inspection, check and solve illegal violations on the management of maintenance, transport and use of industrial explosives in the province in accordance with law provisions.
7. Management in mineral exploitation: To submit to the provincial People’s Committee targets, duties and plans of mineral exploitation, investment projects in conformity with regulations of the law to enterprises managed by the Service after having the license of mineral exploitation issued by the competence of state management agencies.
8. Management in consumer industries, foodstuff industries and other processing industries
To give instructions on the implementation of plannings, plan for the development of consumer industries, foodstuff industries and other processing industries in the province; in co-ordination with other relevant Services in drawing up general and detail plans for processing units, raw material regions of every branch in accordance with the plan for the social- economic development of the province and submit them to the provincial People’s Committee for approval; To submit to the provincial People’s Committee programes, projects on the development of consumer industries, foodstuff industries and other processing industries in conformity with plans for the development of processing units, raw material regions.
9. Management in industrial encouragement:
To submit to the provincial People’s Committee programes, plans of industrial encouragement in industrial branches in the province for approval; guide and organize the implementation after approval; To base on the social - economic development and requirements of industrial encouragement in every period, submit to the provincial People’s Committee lists of branches supported by industrial encouragement fund of the province to subjects belonged to economic domains in industrial branches of the province; To submit to the provincial People’s Committee plan for using of industrial encouragement fund of the province for approval; considerate, issue and balance the industrial encouragement fund in accordance with the provincial People’s Committee.
10. Management of industrial parks, industrial groups, industry-handicraft zones and collective economy:
To help the provincial People’s Committee direct the development of industrial parks, industrial groups, industry - handicraft zones with branches in conformity with plan for industrial development and social - economic development in the province; In co-ordination with relevant Services and agencies, to submit to the provincial People’s Committee regulations on the implementation of state policies on advantages of investment, land, finance, science - technology and environmental protection related to infrastructure, transport, building of new industrial parks, industrial groups, industry - handicraft zones in the province; To give instructions on making investment plans for the development of industrial production in the province in conformity with plans for industry of the province to organizations, individuals of all economic sectors; To organize, guild, train careers, transfuse and develop traditional careers; organize activities of exchanging experiences, visiting and surveying, joint venture, economic co-ordination and participating in professional associations; To guild on the implementation of collective economy, organizational model and activities of industrial and handicraft co-operatives; classify co-operatives and propose measures for solving difficulties for the development of collective economy; build up and develop new models of co-operatives.
11. To take part in assessing or assess investment projects belonged to industrial branches in the province in accordance with regulations of the law; in co-ordination with relevant agencies, to guide and check production activities related to industrial branches in the province.
12. To propose preferential policies in conformity with local conditions to attract the domestic and foreign investment for the development of industry in the province.
13. To submit to the provincial People’s Committee for the issuance, adjustment, withdrawal and time extension of license of electricity operation, license of using industrial explosives and other licenses according to its competence.
14. To guide and check the implementation of regulations on safety technique for equipments, substances subject to severe labour safety requirements in industrial branches in the province in accordance with state regulations.
15. To carry out international cooperation in the industrial domains as directed by the provincial People’s Committee.
16. To study, apply scientific and technological progress in industrial activities; guide on the implementation of state regulations on economic technical standards, rules of technique, quality of industrial products; build up information system and storing system; supply industrial documents in accordance with law provisions.
17. To direct and organize activities of public services in industrial domain in accordance with regulations of the law; manage and direct activities of organizations managed by the Service.
18. To help the provincial People’s Committee implement state management to industrial enterprises in the province in accordance with law provisions.
19. To help the provincial People’s Committee direct the People’s Committee of Districts, Towns, Cities under the provincial management to implement state management on industry, handicraft in the province.
20. To sum up and total up the situation of industries in the province (including activities of industrial parks, export processing zones, high technology industrial parks and non state-run industry) according to the regulations of the Ministry of Industries.
21. To help the provincial People’s Committee implement state management on the activities of association and non - governmental organizations related to industries and handicraft domains in the province in accordance with law provisions.
22. To inspect, check and solve violations in industrial activity in the province in accordance with law provisions.
23. To carry out periodical and unexpected reports on the implementation of duties assigned by provincial People’s Committee and Ministry of Industries.
24. To manage the organization, personnel, implement salary benefits, incentive policies, the commendation and discipline to officials and employees of the Service; train and build up staffs within the Service jurisdiction; guide on the implementation of regulations on title, standard, technical rank, speciality in industrial branches within the Service jurisdiction.
25. To manage finance, assets of the Service according to law provisions and within the Service jurisdiction.
26. To carry out other duties assigned by the provincial People’s Committee. |
